"I.T. Smart Systems" (The I.T. Group) completed the implementation of an integrated management system for the library fund of the Supreme Arbitration Court of the Russian Federation. The project provided a transparent management of publications records, facilitated the work of librarians and improved quality of service to readers.
The Library Funds of the Supreme Arbitration Court of the Russian Federation have more than 50,000 electronic and paper publications. All the time since the fund was organized the records of the literature were performed manually using paper publication cards and registration of readers was performed with a paper library card. Books could be taken and returned only by a librarian using manual processing, while there were certain difficulties providing electronic publications. Planned inventory of the library collection was a difficult task carried out manually.
In order to reduce the efforts required to service visitors to the library, to strengthen control over the preservation of publications, to simplify procedures taking and returning publications by visitors and the inventory, and also to improve the accuracy of the information about the availability of publications in the fund, it was decided to automate the management of library fund of RF SAC. The I.T. Smart Systems Company has extensive experience in building systems and solutions based on automatic identification and won the state competition for the implementation of the automation project.
Specialists of The I.T. Smart Systems, within the period provided by the state contract concluded based on an open auction in the electronic form, have implemented an integrated system of management of library funds IT-AI SUBF. This system allows to manage library operations with print media, providing access to electronic editions through a single information portal of RF SAC. The new solution allows to automate the receipt accounting, taking/return of publications by the library visitors and quickly generate reports for decision-making on the need to replenish the library fund. Access control cards were introduced to improve control over the preservation of publications, access to the territory of the library, as well as a high-quality registration of visitors.
Having implemented an integrated library fund management system, the experts of The I.T. Smart Systems realized the self-service for the readers based on RFID technology. Every book is provided with an RFID-tag, which is used as an electronic identifier of the publication. Special self-service stations allow to quickly give and receive publications based on the data read from the RFID-tag and the reader's card. Mobile RFID-readers allow quick remote identification of multiple RFID-tags placed on the books, thereby significantly reducing the time needed for inventory.
Also, specialized RFID-gates, that after reading RFID-tag may give a signal about an unauthorized taking away from the territory of the library, were put to increase control over the safety of the library fund. A 24/7 video surveillance (monitoring and recording) provides online monitoring of what the visitors do.
The implementation of the IT-AI SUBF automated accounting system of the library fund in the library of RF SAC allowed to provide quality accounting of publications in the fund, significantly increase the level of service to the readers, and more widely promote new library features among the RF SAC employees.
