I.T. Co. to Take Part in Creating a Unified Health Care Information System of the Volgograd Region
I.T. Co. has won the tender for installation of application software for the Health Service Committee of the Volgograd regional Administration. More than 60 health service providers in the region and the Obligatory Regional Medical Insurance Fund will be interconnected by a unified informational system by the end of 2008. The total value of this federal contract is 3.6 million rubles.

The Health Care Committee of the Volgograd Regional Administration (Healthcare Committee) is the agency responsible for managing the Federal Health Care System within the region. Over the last several years the level of information support on the side of health care providers has ceased to comply with the requirements of public authorities. To receive the necessary information today one must send a request to respective facilities, which produces additional paperwork and increases the report generating time. Besides, the authorities currently do not have access to the source data used for generation of reports of medical and preventive treatment facilities; therefore data verification requires additional costs. Information systems currently used by the health care network are not designed for functioning within a unified information space, and the existing data transfer technologies are not able to provide all the relevant information within a limited time.

The 2007 — 2010 Informatization Development Strategy for the Volgograd Region Health Care System was approved in April of 2007 to improve efficiency of the Volgograd Region Health Care System. A decision was made within the framework of this Strategy to create a unified regional health care information system. In May 2008 the Health Care Committee has announced a tender for installation of software capable of creating a uniform informational space for administration agencies, health care facilities and the Volgograd Region Obligatory Insurance Fund. I. T. Co. won the tender and was awarded the contract.

As of now, the I. T. Co. specialists have already started working on the project. Primarily installation and configuration of the system-level and bundle software shall be performed on the premises of the Health Care Committee and the Regional Obligatory Insurance Fund. The next stage will be installation of software at medical and preventive treatment facilities of the region. Overall more than 60 health care facilities and offices within the territory of the Volgograd Region will be united into common information system in 2008.

A unified information system shall include 7 software complexes and an electronic registry of the insured population. The project will result in automation the following processes:
  • licensing and accreditation of medical and preventive treatment facilities of the region
  • entry, primary processing and storage of information about operations of medical and preventive treatment facilities
  • analysis of the information about the network of medical and preventive treatment facilities and supplies of health care resources
  • creation of reports on obligatory medical insurance for medical and preventive treatment facilities and forwarding such to the of health insurance offices
  • patients’ records registration and keeping
  • calculation of the regional standards for the scope and cost of medical treatment
  • keeping records of prescriptions issued and personal accounts of the patients that received medicine under the Supplementary Pharmaceutical Support Program.
A number of software complexes shall be built on the basis of the OLAP technology providing for multi-dimensional data analysis. Thanks to this technology an average user can single-handedly, without any technical support, create report forms in the form of either tables or charts.

A unified information system of the Health Care Committee will make information flows on medical services provided and paid for transparent for the federal authorities and local government bodies. As a result of this project the Volgograd Region Administration shall see considerable savings of its expenses.

Deputy Head of the Volgograd Region Administration, Chair of the Health Care Committee E. Anishchenko comments: “A unified Health Care information System shall become the base for integration that will allow for providing complete, reliable and up-to-date information on the situation in the health care sector, and will improve quality and affordability of health care for the population. Moreover, the system shall become an integral part of the overall regional information and technical infrastructure – e-Government of the Volgograd Region.”

Health Care Committee is a department of the Volgograd Regional Administration directly involved in implementation of the Russian Federation state policy on public health care in the territory of the Volgograd Region. Today the healthcare system includes 257 independent medical and preventive treatment facilities and 1228 health care centers providing medical services to the population.
