Video Conferencing will Help Arbitration Courts Lower Costs and Accelerate Decision Making
I.T. Co completed video conferencing network construction project for arbitration courts located from Kaliningrad to Khabarovsk. Thanks to this project employees of 53 arbitration courts of the Russian Federation can hold video conference sessions. This will not only decrease the time required for resolution of work related issues, but will also cut back the travel expenses.

Specifics of arbitration courts of the Russian Federation requires holding of scientific and consulting councils and joint meetings with participation of representatives of the Highest Arbitration Court of the Russian Federation and district federal arbitration courts, regional arbitration courts, and arbitration courts of appeal. In order to decrease time and financial traveling costs and to speed up the court processes a decision was made to use video conferencing in the courts work. Results of the pilot project executed in 2007 in 13 courts confirm the efficiency of this solution.

I.T. Co. won the tender held in September 2008 and was chosen as the project executor for construction of video conferencing network for arbitration courts located from Kaliningrad to Khabarovsk.

After examination of all automation objects and preparation of technical documentation I.T. Co. specialists supplied, installed, and connected the equipment to the data transmission channel. For the "last mile" construction I.T. Co. has contracted Rostelecom. This gave 40 arbitration courts 2048 Kbit channel allowing HD (high definition) standard video signal transmission.

The video conferencing system is based on the central server part that includes multipoint video conferencing server Codian 4520, and video conference management, planning, and monitoring system Tandberg TMS. High definition Polycom HDX 7002 XL terminals were installed on PCs in all arbitration courts to enable participation in video conference sessions through webcams.

The system was tested during the final stage of the project, and trial operation continued for a month. I.T. Co. has also trained employees of arbitration courts to operate video conferencing equipment.

Head of the IT and Communication Development Department of the Supreme Arbitration Court of the Russian Federation Igor Solovyev says: "We plan that in the future single video conferencing system of arbitration courts of RF will unite about 60 more objects all over the country. Use of modern communication facilities in daily work of the Russian arbitration courts will significantly enhance their efficiency by speeding up the decision making processes. An important argument in favor of the single video conferencing system is an obvious reduction of traveling costs."
