A complex project to create a unified communications system for public authorities has been implemented in Bashkortostan. I.T. Co. carried out the project. The new system will provide cutting edge services to about 5000 users in regional state bodies and the republic's municipal entities. The Presidential Administration, Government and a range of Ministries and Departments in the Republic of Bashkortostan have already been connected to the new audio, video-telephone and conferencing system.
The need for the system originated in the fact that the existing infrastructure has exhausted its potential and did not enable the provision of modern services to increase the efficiency of the departments’ employees. With this in mind, in early 2011 the Presidential Administration of the Republic of Bashkortostan came forward with an initiative to implement the general concept of a republic-wide unified communications system. In accordance with the state contract, the system was implemented based on the Cisco – Unified Communications solution. Specialists from I.T. Co., which deployed the new system, have examined the existing IT infrastructure, and analyzed the potential of the organization's data transmission network for connecting users from other state and government authorities to the system. In doing so, I.T. Co. has optimized methods of connection to communications carriers: part of the legacy digital approach was switched to IP channels and a transition to a new protocol has been made which enabled the number of incoming and outgoing communication lines to be increased by several times.
Currently, the implemented system enables high quality voice and video communication services, audio and videoconferencing, provides opportunities for receiving and sending fax messages via e-mail, supports voice traffic transmission between various subdivisions and departments within the corporate network. In addition, the solution enabled integration with fixed and mobile telephone communication carriers’ services.
“Competent planning, an innovative approach to strategic management tasks and implementation of cutting edge information technologies allows us to increase the efficiency of cooperation between municipal government bodies," said Rinat Shagalin, Deputy Head of the Department of Presidential Affairs of the Republic of Bashkortostan. "The project to implement a unified communications system for governmental bodies is one of the major steps in realizing the Presidential Administration of Bashkortostan's development strategy. Successful completion of the project demonstrates that sophisticated technologies can really improve collaboration across regional, municipal and district bodies. High-technology communication systems change traditional approaches to process management. So we are expecting a significant return from investments in this project in terms of savings in business travelling costs and other forms of collaboration between employees in different governmental authorities of the Republic of Bashkortostan.
