I.T. Smart Systems, part of I.T. Group, has completed project development for an automated system for accessing government and municipal services electronically with the use of all-in-one contactless cards. The project was carried out by order of the Kursk region Department of Information and Communication Technologies and Information Security.
According to Federal Law # 210-FZ "Concerning the Organization of the Provision of State and Municipal Services," all-in-one contactless cards should be issued throughout Russia in the near future. In order to implement the requirements of this law, the specified infrastructure should be deployed in every region, and plans for interaction between the federal authorized organization, the blank card manufacturing center, service providers and other participants need to be developed.
One of the key stages of the establishment of a large-scale all-in-one contactless card system, that allows regions in the Russian Federation to meet the requirements of federal law 210-FZ, is the design stage. This is the task that faced the Kursk region Department of Information and Communication Technologies and Information Security.
During the project implementation, experts at I.T. Smart Systems examined the process of providing government and municipal services in Kursk region and have developed a draft concept for an automated system for accessing government and municipal services electronically via the use of all-in-one contactless cards. This concept became the basis for the development of the rest of the documents: technical specification, draft design, financial feasibility study for creating the system and a business plan for the authorized organization which will issue all-in-one contactless cards for Kursk region. In addition, drafts of top priority legislative and regulatory legal acts, required for the system's deployment in the region, have been developed.
As a result of this work, the customer was provided with the complete set of documents required for the successful establishment of the system for providing access to government and municipal services electronically via use of all-in-one contactless cards.
"We have received comprehensive documentation, in essence a clear roadmap, by following which we will be able to establish a high-quality, reliable automated system for providing access to government services electronically via use of all-in-one contactless cards," remarked Vladislav Vasiliyevich Yelagin, the Deputy Director of Kursk region's ICT and Information Security Department.
It should be noted, that in spite of the start date for issuing all-in-one contactless cards being delayed until 2013, in Kursk, the infrastructure for receiving applications and issuing all-in-one cards will be ready by January 1, 2012. According to the plans of the authorized body – Kursk region Department of ICT and Information Security – it should be one of the first regions ready for full-scale issue and servicing of all-in-one contactless cards.
